The All-Party Parliamentary Group for London as a Global City was established to bring together parliamentarians and London business to promote London’s global position. The group’s programme of work and events relate to the likes of: threats to London’s global status, making the case for investing in its continued success, the capital’s role in delivering the ‘Global Britain’ ambitions, and the significance of London’s global footprint in helping to ‘level-up’ regions of the UK.
LCCI provides the APPG’s secretariat.
The APPG for London as a Global City seeks to make the case for supporting and investing in London’s continued success for the benefit and positioning of Global Britain.
Its programme of work addresses thematic issues focused on key challenges and opportunities, such as the levelling up agenda, London’s post-pandemic future and our evolving global trading relations.
The APPG on London as a Global City has found that despite London’s international success there are growing problems which must be addressed to ensure that London not only retains its number one status but can grow and help with the levelling up of the country. This report considers four key themes and sets the framework for decision makers to consider now and in advance of the next Parliament.

The All Party Parliamentary Group on London as a Global City launched its report calling for action from all decision makers to support the capital’s arts, business and consumer events. This report states that London’s business and consumer events and arts are key to the success of the country.
On 23 February 2023, the APPG for London as a Global City, for which LCCI provides the secretariat met in Parliament to discuss how to boost London's attractiveness as the world leader in business and commerce. Chaired by Gareth Bacon MP, and with City of London Chamber Founding Chair Alderman Prem Goyal and previous LCCI CEO Richard Burge in attendance, the discussions explored topics including taxation, attracting investment, overseas visitors, funding, higher education and diversity.
As the All-Party Parliamentary Group for London as a Global City first publication, this report is a scoping exercise to assess a variety of contemporary issues affecting our capital to better understand the current landscape. The report explores challenges and recommendations on topics such as the Government’s Levelling Up agenda, developing a skilled workforce and greening London as well as post- pandemic recovery issues.
The APPG recommended the compelling business case to restore tax-free shopping for tourism in our first report. A swathe of evidence from stakeholders showed how tourism generates £36 billion to the capital’s economy annually and employs 700,000 people. Before COVID-19, high-net worth international visitors accounted for half of annual turnover in the West End despite amounting to only a quarter of total visitors. It is crucial that London remains competitive with other global cities such as Paris and Milan in attracting tourism, which creates significant benefits for our domestic economy. The Government have today taken a significant stride in ensuring London’s post-pandemic recovery and we warmly welcome this measure. The APPG looks forward to working with Ministers to continue advocating for the capital’s specific policy needs.”
